After spending five years as an attorney in the IRS National Office in Washington, D.C., Howard moved back to his hometown in Omaha where he has represents clients nationwide for over three decades in all facets of civil and criminal tax representation including audits, examinations and enforcement actions.  Howard has negotiated favorable resolutions administratively with the IRS, the United States Attorney’s Office, and the Department of Justice.  He has also represented clients in litigation before the United States Tax Court, the Federal District Court, and in sentencing and appeals. Howard has also successfully negotiated collection actions such as offers in compromise, installment agreements, and the release of IRS liens and levies.
